What is the difference between Regular and Special Holidays?

In the Philippines, holidays are grouped into two categories: Regular Holidays and Special Non-Working Days.  In Salarium, these are categorized as Regular Holidays and Special Holidays.

Regular holidays are those that usually have a fixed date, such as New Year's Day, Independence Day, and Christmas Day. The only exceptions to this rule are National Heroes Day and the religious holidays of Maundy Thursday, Good Friday, Eid'l Fitr, and Eidul Adha.

Special Holidays, on the other hand, are more flexible. Apart from being enacted by Congress, they can also be declared by the President.

Pay Differences

For Regular Holidays, every employee covered by the Holiday Pay Rule is entitled to the minimum wage rate(daily basic wage and COLA). This means that the employee is entitled to at least 100% of their minimum wage rate even if they did not report for work, provided that they are present or is on leave of absence with pay on the work day immediately preceding the holiday.

For Special Holidays, the “No work, No pay” principle applies and on such other Special Holidays as may be proclaimed by the President or by Congress.

In Salarium, you can determine if an employee will be paid for unworked Regular and Special Holidays by going to Employees>Click Employee>Earnings.  Here, you can set Entitled Unworked Regular/Special Holiday Pay to Yes or No.  This setting, however, does not determine if the will get paid a premium for working on Regular or Special Holidays.  That can be set in the Entitled Holiday Premium Pay field.


Note: The system only pays holiday premium pay from midnight to midnight. For employees on night shift, if part of an employee's shift falls after the end of midnight of the holiday, those hours will not be paid premium pay.
